I am a constituent of your district, and I feel that the passage of this bill does not reflect my interest about censorship and how it affects my freedom to choose the content that I feel is appropriate for me and my family. There are systems in effect that have been devised to help people control the content that is watched in their homes. The V-Chip is a requirement on all televisions 13 inches or larger. This has been a mandatory requirement on all television of that size since January 1, 2000. The V-Chip will block content from being displayed by using the rating system that has been established. There are also set top boxes available that make use of the V-Chip technology for televisions that do not have the V-Chip. This rating system is also known as the TV Parental Guidelines. The satellite receivers that satellite subscribers use have similar features that a parent can use if they feel that it is necessary to do so. The problem is not the content, but that parents may not be doing what they need to do to control what their children are watching. The parents are the first line of defense against their children being exposed to indecent content. If a television show is not blocked by this technology, then the parent must be a responsible parent and explain to their children why the content is indecent in their point of view. Indecency is a matter of opinion, thus it is for not right for someone elses opinion to dictate what I can and cannot watch. I feel that the option to watch what I feel is acceptable in my own home is my choice and should not be made by other people. If a child is allowed to watch whatever they want without a parent helping them to choose what to watch is the problem. If a child exposed to questionable content, then the parent has to be help responsible for informing the child why the content is inappropriate for them to be watching. Children are being used as leverage to get this bill and others like it passed so that special interest groups like the Parents Television Council, and other like them are trying to impose their views on the public. Children are not leverage and it is wrong to use them as such. They have the right to speak their mind, but they do not have the right to impose their views on others. These organizations and their supporters do not make up the majority of the population. The Nielsen Media Research Company publishes the ratings of television shows. The ratings of a television show will give an educated estimate of the audience of a given show. This will show that there are millions upon millions of people in this country watching certain television shows. Many of these television show are being called indecent by these interest groups. If the television show were indecent then why do so many millions of people continue to watch? If a parent feels that their children are being exposed to indecent material then they should be responsible enough to discuss the material with their children and why they feel the way they do about it. As a member of the House of Representatives, it is your duty to express the concerns of your constituency. The people vote for the representatives that they feel will have their best interests at heart. If a member is not performing their duties to express the concerns of their constituency, then they will not be re-elected. I understand that the senate has proposed a bill that is cited as Indecent and Gratuitous and Excessively Violent Programming Control Act of 2005, and it is my belief that this bill does not address the concerns of my family, thusly I strongly urge you to perform the duties bestowed upon you by expressing the concerns of your constituency, of which I am a member of. According to the U.S. Census Bureau the country has a population of approximately 295 million people and growing all the time. The special interest groups do not come close to reflecting a majority of the population of the country, therefore their opinions should be given the power to decide what is best for the rest of the country. I feel that these group need to focus their energy on educating their supporters about how to use the V-Chip and similar technology, not try to tell the rest of us what to do. Please remember that your constituency concerns should come first, and that is the reason for you being in the House of Representatives.
